Displacement of paid work by volunteering? TAP 2018/1

1. Introduction

The coalition agreement of cabinet Rutte III mentions in several places the desire for the deployment of volunteers. Trade unions, on the other hand, have been pointing to the risk of displacement of paid work by unpaid work for some time now (see below under 3) and politicians have also recently been paying attention to the effects of the deployment of volunteers on the position of paid workers. Meanwhile, some court rulings have been issued that address whether the use of volunteers displaces paid labor. How do these developments relate to the plans of Rutte III?
